1 ORGANISING AUTHORITY

The Organizing Authority is the Hebe Haven Yacht Club.

2 RULES

2.1 The event will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2013-16.

2.2 The prescriptions of the Hong Kong Sailing Federation will apply, together with;

• The 2016 IRC Rules Parts A, B and C, except that IRC Rule 22.4 shall not apply. There will be no limitations on crew number or weight except as required for boats rated as one-design, which shall comply with IRC Rule 22.4.1;

• The HKPN handicap system, as administered by the HKSF and the HKPN Committee;

• World Sailing Offshore Special Regulations Appendix B, Special Regulations for inshore racing;

• The Rules of the SMS system for the Sports-boats class;

• Class Rules where they apply;

• Hebe Haven Yacht Club Standard Sailing Instructions of May 2013 (HHYC SSIs);

• This Notice of Race and the Sails East Port Shelter Regatta 2016 Sailing Instructions.

2.3 Succeeding items in the above list will take precedence.

2.4 The Race Committee reserves the right to modify this Notice of Race. Competitors will be notified of any

modifications.

3 ELIGIBILITY AND ENTRY

3.1 The Event is open to:

• All monohull boats of the Big Boat Class holding a valid (June 2016) IRC rating

• All boats of the Big Boat Class holding a valid HKPN rating

• Sportsboats holding a valid SMS rating

• One-design, J80s and Dragons

3.2 Depending on the number of entries, proposed division splits for IRC and HKPN shall be published in the Sails East Port Shelter Regatta 2016 Sailing Instructions.

3.3 Should there be insufficient entries to form a class, the Race Committee may incorporate one-design boats into other divisions where possible.

4 FEES

The race fee shall be $500 per boat

5 SCHEDULE

5.1 As far as is practicable, the Regatta shall comprise three races:

5.2 A race that has been postponed or abandoned on the Saturday may be re-run on the Sunday.

5.3 Two races shall constitute the Regatta.

5.4 The proposed starting sequence for all Classes / Divisions will be included in the Sailing Instructions or will be posted on the notice board at HHYC and the Club’s website before 12:00 noon on Friday 30th September 2016.

5.5 Race 2 shall be started as soon as possible after all boats in each class have finished or are deemed to have retired from the previous race.

5.6 Note that for Race 3, the Dragon’s start may be delayed until a geometric course is laid after the start of the other classes.

6 VENUE

All races will start in the general vicinity of Shelter Island (which may extend to the outside of Table Island, if wind conditions so demand).

7 COURSES

The courses for all races are provided in the HHYC SSIs (May 2013) and Appendix 1 of the Sails East Port Shelter Regatta 2016 Sailing Instructions.

8 PRIZES

8.1 There will be prize giving at HHYC based on provisional results following each day’s racing.

8.2 Overall Regatta prizes will be awarded after racing on Sunday, 2nd October 2016.

9 ENTRY

Entries should be made online at www.hhyc.org.hk by 12:00 noon on Thursday 29th September 2016.

10 SAFETY REGULATIONS

10.1 All boats must comply with World Sailing Offshore Special Regulations Appendix B, Special Regulations for inshore racing. The Sportsboat class has dispensation for Clause 3.02 of these Regulations. The Race Committee accepts no liability resulting from this dispensation and reminds competitors of their responsibility under Clauses M&Q, Part I, of the HHYC SSIs(May 2013).

10.2 Dragons and One-Design boats shall comply with class safety rules.

11 MEASUREMENTS

IRC and SMS classes are requested to submit a copy of their current certificate(s) to the HHYC Sailing Office or by email to: sailadmin@hhyc.org.hk no later than 12:00 noon Thursday, 29th September 2016.

12 SAILING INSTRUCTIONS

The Sailing Instructions will be available by 12:00 noon on Thursday, 22nd September 2016 on the Club

website and in the Main Bar of Hebe Haven Yacht Club.

13 SCORING

13.1 The Low Point scoring system of RRS Appendix A4 will apply.

13.2 There shall be no discards in the Regatta. This changes Appendix A2 of the RRS.

14 DISCLAIMER OF LIABILITY

The attention of the person in charge, owner and skipper is drawn to RRS Fundamental Rule 4: “The

responsibility for a boat’s decision to participate in a race or to continue racing is hers alone” and to Special

Regulation 1.02 (first point) which begins “The safety of a yacht and her crew is the sole and inescapable

responsibility of the Person-in-charge…”

15 INSURANCE

All boats shall be insured with valid third-party liability insurance with a minimum of HK$1,000,000.

General Information & Social:

A. The Sails East Port Shelter Regatta official party will be from 6pm onwards on Saturday the 1st of October at theHebe Haven Yacht Club. Racers’ friends and families are welcome to join.

B. Some overnight moorings and pontoon spaces may be available, subject to availability and by prior arrangement, for visiting boats participating in the Regatta. Interested competitors should contact the Marine Office on 2719 3673 for further information and to arrange.

C. Sunday Roast Buffet Dinner is served from 1800 hours in the Main Restaurant at HHYC on Sunday race days. Takeaway food, drinks and ice will also be available.

D. Visiting members of ABC and RHKYC may reserve tables and sign chits on race days to be charged to their home club accounts. Visitors should advise staff of their membership details before placing orders. Our staff may request to see the membership card of any visitor prior to accepting an order. We accept payment by Octopus from competitors who are not members of the Hebe Haven Yacht Club, or via cash coupons which will be available for purchase in the Main Bar.

Please note – there is no facility to re-charge Octopus card value at HHYC.

E. Hebe Haven Yacht Club has organized an additional sampan service to ferry RHKYC and HHYC Members, and their guests, to Shelter Cove, where they can then board the Shelter Cove Sampan to go to their boats. Details about this service will be posted on the club website and race notice board in the upstairs bar.

2.4Race 2 shall be started as soon as possible after all boats in each class have finished or are deemed to have retired from the previous race.

2.5Note that for Race 3, the Dragon’s start may be delayed until a geometric course is laid after the start of the other classes.

3 VENUE

All races will start in the general vicinity of Shelter Island (which may extend to the outside of Table Island if wind conditions so demand).

4.2To alert boats that a race or sequence of races will start soon, an Orange Flag may be displayed (with one sound signal) for at least four minutes before a warning signal is displayed. The Orange Flag will be removed (with no sound signal) when the race management team determines that it will not promptly (usually within 5 minutes of the prior start) make the warning signal for the next race in a sequence of races.

4.3Depending on the list of entries, the Race Committee reserves the right to alter the stated divisional splits. In such an event the new divisional splits will be posted on the HYYC website and notice board not later than

12.00noon on Friday, 30th September 2016.

4.4All boats must fly a Sails East Division Flag from the backstay or starboard shroud as indicated below:

IRC Division A - Blue

IRC Division B - Yellow

HKPN - Green

Sportsboats - Black

One Design J80 and Dragons – White

All other advertising shall comply with ISAF Regulation 20.

4.5 Sails East Division Flags will be available from the HHYC main bar from 09:00 on Saturday 1st October 2016.

5 FINISHING

As per Clause 9.3.1 of the HHYC SSIs, the third boat in each class to finish shall be the Qualifying Boat.

6COURSES

6.1The courses for all races are provided in the HHYC SSIs of May 2013 and Appendix 1 of these Sails East Port Shelter Regatta Sailing Instructions.

6.2Courses B1-B9 require boats to pass through the start/finish line gate on every upwind leg of each lap from Mark C, C1 or C2. There is no such requirement for the downwind leg(s) from Marks A, A1, A2 or B.

7 DISCARDS

There shall be no discards in the Regatta. This changes Appendix A2 of the RRS.

8PRIZES

8.1There will be prize giving at HHYC based on provisional results following each day’s racing.

8.2Prize giving on Saturday 1st October 2016 will be in conjunction with the Sails East Port Shelter Regatta party featuring a buffet and DJ.

8.3Overall Regatta prizes will be awarded after racing on Sunday 2nd October 2016.

9SAFETY REGULATIONS

9.1All boats must comply with World Sailing Offshore Special Regulations Appendix B, Special Regulations for inshore racing. The Sportsboat class has dispensation for Clause 3.02 of these Regulations. The Race Committee accepts no liability resulting from this dispensation and reminds competitors of their responsibility under Clauses M&Q, Part I, of the HHYC SSIs (May 2013).

9.2Dragons and One-Design boats shall comply with class safety rules.

10 MEASUREMENTS

IRC and SMS classes are requested to submit a copy of their current certificate(s) to the HHYC Sailing Office or by email to: sailing@hhyc.org.hk no later than 12:00 noon Thursday 29th September 2016.

11 DISCLAIMER OF LIABILITY

The attention of the person in charge, owner and skipper is drawn to RRS Fundamental Rule 4: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone” and to Special Regulation 1.02 (first point) which begins “The safety of a yacht and her crew is the sole and inescapable responsibility of the Person-in-charge…”

12 INSURANCE

All boats shall be insured with a minimum of HK$1,000,000 of valid third-party liability insurance.
